As previously announced, the Kentucky Cabinet for Health and Family Services intends to implement new HCBS (so-called 1915(c)) waivers by the beginning of 2020. These include the Michelle P and Supports for Community Living Waivers, as well as the HCBS2, brain injury and other waivers. Posted below is an announcement from the Cabinet late yesterday about an open comment period and other important information about the proposed changes. The Department for Medicaid Services (the Department) has two important updates today for stakeholders of our 1915(c) Home and Community Based Services (HCBS) waiver programs.
First, the Department is updating the Public Notice it first issued on Tuesday, December 11, 2018. The Public Notice detailed the official public comment period for the amended 1915(c) waiver applications scheduled to begin on January 7, 2019. Since releasing the Public Notice, we have received feedback from individuals who are still unsure about how the official public comment period works. To ensure all stakeholders understand the official public comment period, we have added a webinar on January 7, 2019. You can find the new webinar schedule listed in the updated Public Notice attached below. We have also created a document to explain how your comments have been used since the start of the 1915(c) HCBS waiver redesign and will be used as the process continues. We want to thank our stakeholders for bringing their concerns about the official public comment period to our attention and giving us the opportunity to provide more education on the topic.
Updated Public Notice for 1915(c) HCBS Official Public Comment Period
Second, the Department is releasing an updated Frequently Asked Questions (FAQs) document to help stakeholders better understand 1915(c) HCBS waiver redesign. The Department first released the FAQ in May 2018 to answer questions collected during its statewide town hall tour. The FAQ has since been updated with questions the Department received following the release of Navigant’s Final Assessment Report of the 1915(c) HCBS waiver programs and the Department’s response to the report. It also includes questions the Department expects to receive from stakeholders. The FAQ is attached below and can be found on the Department’s Division of Community Alternatives website.
